Após audiência sobre megaoperação na Penha e no Alemão, governador apresentou ao ministro do STF o sistema de videomonitoramento e as ferramentas tecnológicas utilizadas no enfrentamento ao crime
O governador Cláudio Castro se reuniu, nesta segunda-feira (03.11), com o ministro Alexandre de Moraes, do Supremo Tribunal Federal (STF), no Centro Integrado de Comando e Controle (CICC), na Cidade Nova, região central da capital do Estado do Rio de Janeiro. Durante a audiência, foram apresentados dados sobre o planejamento e a execução da megaoperação realizada nos complexos da Penha e do Alemão. O relatório, que mostra total transparência no cumprimento da ADPF 635, será encaminhado ao Supremo Tribunal Federal.
Após a audiência, o governador acompanhou o ministro em uma visita técnica à Sala de Inteligência e Controle do CICC, onde está instalado o sistema de reconhecimento facial e das câmeras operacionais portáteis usadas pela Polícia Militar, com acompanhamento em tempo real dos deslocamentos em todo o território fluminense.
A estrutura centraliza informações de campo e dados de inteligência, garantindo resposta rápida e coordenação operacional.
– O Rio de Janeiro tem investido muito em planejamento, tecnologia e transparência para tornar a segurança pública mais eficiente e moderna. O CICC é a expressão desse trabalho coordenado, com tecnologia de ponta. Todo esse aparato garante um serviço de segurança de qualidade para a população – afirmou o governador Cláudio Castro.
Participaram da audiência os secretários de Segurança Pública, Victor dos Santos; de Polícia Militar, Marcelo de Menezes; e de Polícia Civil, Felipe Curi, além de representantes do Conselho Nacional do Ministério Público e do Conselho Nacional de Justiça.
– Conversamos sobre o projeto de retomada que está em fase de organização pelo Conselho Nacional do Ministério Público e demos ao ministro total possibilidade de tirar todas as dúvidas sobre a política de segurança do Rio de Janeiro e nos desafios no combate ao crime – acrescentou Cláudio Castro.
Polo de integração
O CICC é o principal polo de integração das forças de segurança do Estado. O centro atua no monitoramento em tempo real de ocorrências, grandes eventos e situações emergenciais, reunindo representantes das polícias, Bombeiros, Defesa Civil, Detran e órgãos federais e municipais.
No CICC também foram desenvolvidos software como o 190RJ, o Rede Mulher e o Rede Escola.
Além disso, no CICC funciona o serviço de emergência 190 da Polícia Militar, que recebeu recentemente com o ISO 9001, premiação internacional que reconhece a eficiência do serviço.

After a meeting on the mega-operation in Penha and Alemão, the governor presented the Supreme Court minister with the video surveillance system and technological tools used to combat crime
Governor Cláudio Castro met on Monday (Nov 3) with Supreme Federal Court (STF) Minister Alexandre de Moraes at the Integrated Command and Control Center (CICC), located in Cidade Nova, in the central area of Rio de Janeiro’s capital.
During the meeting, data on the planning and execution of the mega-operation carried out in the Penha and Alemão complexes were presented. The report, which demonstrates full transparency in compliance with ADPF 635, will be submitted to the Supreme Federal Court.
After the meeting, the governor accompanied the minister on a technical visit to the CICC’s Intelligence and Control Room, where the facial recognition system and the body-worn cameras used by the Military Police are installed. These tools allow real-time monitoring of operations throughout the state of Rio de Janeiro. The facility centralizes field information and intelligence data, ensuring a rapid response and operational coordination.
“Rio de Janeiro has heavily invested in planning, technology, and transparency to make public safety more efficient and modern. The CICC represents this coordinated effort, supported by cutting-edge technology. This entire system ensures high-quality security services for the population,” stated Governor Cláudio Castro.
Attending the meeting were the Secretaries of Public Security, Victor dos Santos; Military Police, Marcelo de Menezes; and Civil Police, Felipe Curi, as well as representatives from the National Council of the Public Prosecutor’s Office and the National Council of Justice.
“We discussed the recovery project currently being organized by the National Council of the Public Prosecutor’s Office and provided the minister with full access to clarify any questions regarding Rio de Janeiro’s public security policies and our challenges in combating crime,” added Cláudio Castro.
Integration Hub
The CICC is the main hub for integrating the state’s security forces. The center operates in real-time monitoring of incidents, major events, and emergency situations, bringing together representatives from the police forces, Fire Department, Civil Defense, Detran, and federal and municipal agencies.
At the CICC, software such as 190RJ, Rede Mulher, and Rede Escola were also developed. The facility also houses the Military Police’s 190 emergency service, which was recently awarded ISO 9001 certification — an international recognition of service efficiency.
