State Government Joins Forces with Municipalities for Planning and Prevention Ahead of Heavy Rains

Governo do Estado integra ações com os municípios para planejamento e prevenção às fortes chuvas

Todos as prefeituras já foram alertadas sobre a possibilidade de temporais e receberam informes meteorológicos com orientações específicas

O Governo do Estado reforça as ações de planejamento e prevenção com os 92 municípios para as fortes chuvas previstas para este fim de semana. Segundo o boletim meteorológico da Defesa Civil Estadual, as temperaturas devem cair a partir desta sexta-feira (04/04) no Rio de Janeiro, com a previsão de altos acumulados de chuvas em todo o estado, principalmente nas regiões Serrana e na Costa Verde. 

Na quinta-feira (03/04), foram realizadas reuniões com o Centro Nacional de Gerenciamento de Riscos e Desastres (CENAD), com troca de informações atualizadas. Todos os municípios já foram alertados sobre a possibilidade de chuva intensa e receberam informes meteorológicos com orientações específicas.

-Estamos com a previsão de fortes chuvas para as próximas 48 horas em todo o estado. Peço que fiquem atentos aos avisos do CEMADEN-RJ (Centro Estadual de Monitoramento e Alerta de Desastres Naturais) e, em caso de chuva forte, evitem sair de casa. A recomendação para emergências é procurar o Corpo de Bombeiros e as Defesas Civis Estadual e Municipais, para que possam garantir a sua segurança nesse período. Estamos atentos e trabalhando para que tudo corra bem no nosso Rio de Janeiro – afirmou o governador Cláudio Castro.

Áreas de atenção e planejamento

As regiões com maior risco para o período são a região Serrana, a Costa Verde e o Sul Fluminense – áreas que concentram a maior suscetibilidade para deslizamentos, inundações, enxurradas e alagamentos. As regionais da Defesa Civil Estadual já estão em contato com os prefeitos de Petrópolis e de Angra dos Reis, como também com os quartéis locais, que foram reforçados. Os Grupos de Respostas a Desastres (GRDs) seguem prontos. 

Por meio do CEMADEN-RJ é realizado o monitoramento ininterrupto das condições climáticas, com emissão de alertas preventivos. O Sistema de Alerta e Alarme do Estado conta com 202 sirenes e 70 pluviômetros instalados em áreas de risco. A população pode se cadastrar gratuitamente para receber mensagens de SMS com alertas pelo número 40199.

O Corpo de Bombeiros também está preparado para atender possíveis ocorrências com viaturas de salvamento e resgate, embarcações, aeronaves, drones e equipes especializadas. Em caso de necessidade, todas as unidades escolares da rede estadual poderão funcionar como pontos de apoio à população.

Logística para distribuição de insumos

A Secretaria de Desenvolvimento Social e Direitos Humanos mantém a logística de insumos, com cestas básicas, kits de higiene e limpeza, água e colchonetes. Equipes e caminhões já foram mobilizados para atender nas regiões Serrana, Noroeste Fluminense, além de Angra dos Reis. 

A Secretaria de Infraestrutura e Obras Públicas disponibiliza maquinário pesado, como retroescavadeiras e caminhões, para desobstrução de vias e auxílio emergencial. O programa Limpa Rio, da Secretaria do Ambiente, que atua preventivamente em rios, canais e lagoas, já removeu mais de 8,5 milhões de metros cúbicos de resíduos em todo o estado.

Plano de contingências

O Plano de Contingência para Chuvas de 2025 traz o investimento de R$ 8 bilhões em obras e projetos para enfrentar os desafios provocados pelas mudanças climáticas, envolvendo secretarias e órgãos estaduais. Somente na Baixada Fluminense, mais de 23 obras de drenagem estão em execução, somando investimentos superiores a R$ 800 milhões em sete municípios.

Previsão da frente fria

– Sexta-feira (04/04) – pancadas isoladas de chuva moderada a muito forte, acompanhadas de descargas atmosféricas (raios) e rajadas de vento, que se intensificarão durante à noite.

– Sábado (05/04) – pancadas moderadas a muito fortes, acompanhadas de descargas atmosféricas (raios) e rajadas de vento, nas regiões Serrana, Norte e Noroeste e chuva moderada, eventualmente forte, constante no resto do estado.

– Domingo (06/04) – chuva fraca a moderada ao longo do estado durante todo o dia.

All city halls have been alerted about the possibility of storms and received meteorological bulletins with specific guidelines
The State Government is strengthening planning and prevention efforts with the 92 municipalities in preparation for the heavy rains forecasted for this weekend. According to the weather bulletin from the State Civil Defense, temperatures are expected to drop starting this Friday (04/04) in Rio de Janeiro, with significant rainfall expected across the state, especially in the Serrana and Costa Verde regions.
On Thursday (03/04), meetings were held with the National Center for Risk and Disaster Management (CENAD), involving the exchange of updated information. All municipalities have already been alerted about the possibility of heavy rain and have received weather reports with specific instructions.
“We are expecting heavy rains over the next 48 hours throughout the state. I urge everyone to pay close attention to the alerts from CEMADEN-RJ (State Center for Natural Disaster Monitoring and Alerts) and, in the case of heavy rain, to avoid leaving their homes. In case of emergency, the recommendation is to contact the Fire Department and the State and Municipal Civil Defense units to ensure your safety during this period. We are alert and working to make sure everything goes well in our Rio de Janeiro,” said Governor Cláudio Castro.
High-Risk Areas and Planning
The regions with the highest risk during this period are the Serrana region, Costa Verde, and Southern Fluminense – areas more prone to landslides, flooding, flash floods, and waterlogging. The regional branches of the State Civil Defense are already in contact with the mayors of Petrópolis and Angra dos Reis, as well as with the local fire stations, which have been reinforced. The Disaster Response Groups (GRDs) remain on standby.
Through CEMADEN-RJ, continuous monitoring of weather conditions is being carried out, with the issuance of preventive alerts. The State’s Alert and Alarm System includes 202 sirens and 70 rain gauges installed in risk areas. The population can register for free to receive SMS alerts by texting 40199.
The Fire Department is also prepared to respond to potential incidents with rescue and emergency vehicles, boats, aircraft, drones, and specialized teams. If necessary, all state public schools can serve as support centers for the population.
Logistics for Supply Distribution
The Secretariat for Social Development and Human Rights has mobilized logistics to distribute supplies such as food baskets, hygiene and cleaning kits, drinking water, and mattresses. Teams and trucks have already been dispatched to the Serrana and Northwest Fluminense regions, as well as to Angra dos Reis.
The Secretariat for Infrastructure and Public Works is providing heavy machinery, such as backhoes and trucks, for road clearance and emergency support. The “Limpa Rio” (Clean River) program, run by the Environment Secretariat, which carries out preventive work on rivers, canals, and lagoons, has already removed more than 8.5 million cubic meters of waste across the state.
Contingency Plan
The 2025 Rain Contingency Plan involves R$ 8 billion in investments in projects and infrastructure to address challenges brought on by climate change, involving state departments and agencies. In the Baixada Fluminense region alone, more than 23 drainage projects are underway, totaling over R$ 800 million in investments across seven municipalities.
Cold Front Forecast
• Friday (04/04) – Isolated showers ranging from moderate to very heavy, accompanied by lightning and wind gusts, intensifying at night.
• Saturday (05/04) – Moderate to very heavy showers with lightning and wind gusts in the Serrana, North, and Northwest regions; moderate to occasionally heavy, steady rain in the rest of the state.
• Sunday (06/04) – Light to moderate rain throughout the state all day.
