Governo do Estado vai implementar primeira Barreira SABO do Brasil em Nova Friburgo

Tecnologia japonesa projetada para conter deslizamentos será construída por meio do novo PAC. Projeto foi autorizado pelo Ministério das Cidades

O Brasil vai receber a sua primeira barreira SABO, tecnologia japonesa projetada para conter deslizamentos, implementada pelo Governo do Estado do Rio de Janeiro, por meio da Secretaria de Habitação de Interesse Social (Sehis). A obra, que foi autorizada pelo Ministério das Cidades, será construída em Nova Friburgo, com mais de R$ 20 milhões em investimentos do novo PAC e recursos do Orçamento-Geral da União (OGU).

– É um momento histórico para o nosso país: a primeira barreira SABO em território brasileiro será construída no nosso estado. Graças ao esforço e integração, o Estado do Rio de Janeiro será pioneiro e protagonista de um projeto que terá importância vital para conter deslizamentos e reduzir os riscos de desastres naturais – afirmou o governador Cláudio Castro.

Projeto SABO

O projeto SABO tem como objetivo estudar os movimentos de massa, dando atenção especial aos fluxos de detritos. Com a implementação das barreiras SABO, é possível conter esses fluxos e limitar a extensão da área afetada pelo desastre.

O Projeto de Aprimoramento da Capacidade Técnica em Medidas Estruturais contra Movimentos Gravitacionais de Massa com Foco na Construção de Cidades Resilientes – Projeto SABO – está sendo desenvolvido graças ao acordo de cooperação técnica entre o Brasil, por meio do Ministério da Integração e do Desenvolvimento Regional e do Ministério das Cidades, e o Japão, através da Agência JICA. A Sehis é membro do Comitê Técnico do projeto e será responsável por executar as estruturas.

O secretário de Estado de Habitação de Interesse Social, Bruno Dauaire, comemorou a autorização do Ministério das Cidades.

– Conseguimos avançar mais uma etapa nesta empreitada, que representa o compromisso do Governo do Estado com a segurança da população e o uso de tecnologias inovadoras a serviço da vida. Estamos unindo planejamento, ciência e responsabilidade social. Dessa forma, podemos garantir melhores condições de vida para as famílias fluminenses – disse.

The State Government of Rio de Janeiro, through the Secretariat for Social Interest Housing (Sehis), will implement Brazil’s first SABO barrier—a Japanese technology designed to contain landslides—in Nova Friburgo. Authorized by the Ministry of Cities, this pioneering project will be constructed with an investment exceeding R$ 20 million, funded by the new Growth Acceleration Program (PAC) and the General Budget of the Union (OGU).

Governor Cláudio Castro highlighted the significance of this initiative, stating, “This is a historic moment for our country: the first SABO barrier on Brazilian soil will be built in our state. Thanks to effort and integration, the State of Rio de Janeiro will be a pioneer and protagonist in a project that will be vital to contain landslides and reduce the risks of natural disasters.”

The SABO Project aims to study mass movements, with particular attention to debris flows. By implementing SABO barriers, it is possible to contain these flows and limit the extent of the area affected by disasters. The project is being developed through a technical cooperation agreement between Brazil—via the Ministry of Integration and Regional Development and the Ministry of Cities—and Japan, through the Japan International Cooperation Agency (JICA). Sehis is a member of the project’s Technical Committee and will be responsible for executing the structures.

Bruno Dauaire, the State Secretary for Social Interest Housing, celebrated the Ministry of Cities’ authorization, stating, “We have advanced another stage in this endeavor, which represents the State Government’s commitment to the population’s safety and the use of innovative technologies in service of life. We are uniting planning, science, and social responsibility. In this way, we can guarantee better living conditions for the families of Rio de Janeiro.”

The SABO barrier will be constructed in Nova Friburgo, a city in the mountainous region of Rio de Janeiro State, which is among the most vulnerable areas in the country to disasters caused by heavy rains. The project not only involves the installation of the barrier but also includes detailed studies on soil behavior and mass movements.
