Neltur President Highlights the “Carnival Without Harassment” Campaign

Presidente da Neltur destaca campanha Carnaval sem Assédio

A campanha Carnaval sem Assédio, foi assinada e lançada, pelo Prefeito de Niterói, Rodrigo Neves, acompanhado pela primeira-dama, Fernanda Sixel Neves, Gestora do Escritório de Políticas Transversais de Direitos e Cuidados, além da Secretária das Mulheres, Thaiana Ivia e a Ministra das Mulheres, Márcia Lopes, entre outras autoridades. A cerimônia na tarde desta segunda-feira (19/1), lotou o auditório do Caminho Niemeyer, onde acontecerão os Desfiles das agremiações niteroienses, na Passarela do Samba, cujos desfiles serão nos dias 6, 7 e 8 de Fevereiro. O equipamento turístico, na área central da cidade, é estruturado para receber os foliões e foliãs, elas especialmente, podendo brinca rem e curtirem o período carnavalesco com total segurança, inclusive contando com o “Espaço Lilás”, na estrutura montada, especialmente para os Desfiles alí.

O município fluminense, atualmente também destaca-se pelas políticas públicas em prol da segurança de suas mulheres, sendo referência nesta iniciativa quanto ao combate à violência contra a mulher e, no período carnavalesco, as ações visando a segurança das foliãs também se intensificam.

Além da assinatura e lançamento da campanha Carnaval sem Assédio, a Ministra Márcia Lopes, divulgou, em primeira mão, a campanha do governo federal de combate a violência de gênero no carnaval, “Se liga ou eu ligo 180” e Fernanda Sixel Neves lançou o projeto Niterói por Elas. O  evento contou com a presença também de André Bento, Presidente da Neltur – Niterói Empresa de Lazer e Turismo-, responsável pelo Carnaval Niterói 2026.

A ministra Márcia Lopes elogiou e destacou a campanha Carnaval sem Assédio e o projeto “Niterói Por Elas”.

“Parabéns por essa campanha! Vou levar o material e quero copiá-la, porque Niterói, sem dúvida, é um exemplo para o país. A cidade mostra que enfrentar a violência contra as mulheres não é discurso, é ação”, afirmou a Ministra.

Todas as metas específicas e traçadas para a promoção da igualdade de gênero foram demonstradas através de projeções e explicadas por Fernanda Sixel Neves.

“O Niterói por Elas surge a partir da certeza de que política pública se faz de forma transversal e com orçamento público. A cidade é uma referência, há muitos anos, em políticas públicas para as mulheres, mas, com o programa, todo o governo se mobiliza para construir metas específicas para a promoção da igualdade de gênero”, ressaltou a primeira-dama e Gestora.

A Secretária Thaiana Ivia, observou que Niterói escolheu respeitar as mulheres e trabalhar em conjunto com as forças de segurança e toda a sociedade civil.

“Niterói é uma cidade que escolheu o lado do cuidado e do respeito. Ações como o programa Niterói por Elas e a campanha “Carnaval sem Assédio” não são apenas planos de governo, mas um pacto com o futuro”, disse a Thaiana.

Segundo André Bento, Gestor da Neltur, à frente do planejamento e estruturação do Carnaval Niterói 2026, a assinatura e lançamento da campanha Carnaval sem Assédio representa não apenas uma iniciativa de conscientização e respeito, mas um compromisso firme da Prefeitura de Niterói com a construção de uma cidade mais segura, acolhedora e justa para mulheres, moradoras e visitantes.

“O Carnaval é um dos maiores eventos culturais do Brasil e tem papel estratégico na economia e na projeção da cidade como destino turístico. Aqui celebramos nossa cultura, fortalecemos a identidade local, geramos renda, emprego e oportunidades para nossa população.Dados do setor de Turismo indicam que as mulheres representam cerca de 64% dos viajantes no mundo e concentram grande parte das decisões de viagem. Esse protagonismo reforça a responsabilidade do poder público em garantir ambientes seguros, livres de assédio e violência. Promover um Carnaval consciente é também uma estratégia de desenvolvimento turístico, pois segurança, respeito e acolhimento são fa tores decisivos na escolha dos destinos e na qualidade da experiência turística”, afirmou Bento.

“Nesse sentido, a Prefeitura de Niterói atua de forma integrada por meio da Secretaria da Mulher, através dos Centros Especializados de Atendimento à Mulher (CEAM) que oferecem acolhimento psicológico, social e orientação às mulheres em situação de violência, das forças de segurança, através da Patrulha Maria da Penha. Essa rede municipal de proteção garante informação, atendimento humanizado e resposta rápida. A divulgação de instrumentos como o Ligue 180 e o aplicativo Clique 180 amplia o acesso à denúncia, fortalecendo a prevenção e o cuidado” ressaltou o Gestor da Neltur.

“Sob a liderança do Prefeito Rodrigo Neves, Niterói reafirma o compromisso de fazer do Carnaval uma referência nacional de festa segura, democrática e cidadã. O turismo cresce quando as pessoas se sentem protegidas, respeitadas e bem-vindas, é assim que transformamos nossa cultura em desenvolvimento social e econômico para toda a cidade”, concluiu Bento.

Neltur President Highlights the “Carnival Without Harassment” Campaign

The Carnival Without Harassment campaign was signed and officially launched by the Mayor of Niterói, Rodrigo Neves, accompanied by First Lady Fernanda Sixel Neves, Head of the Office for Transversal Policies on Rights and Care; the Secretary for Women, Thaiana Ivia; and the Minister for Women, Márcia Lopes, among other authorities.
The ceremony, held on Monday afternoon (January 19), filled the auditorium at Caminho Niemeyer, where the parades of Niterói’s samba schools will take place on the Samba Parade Avenue, with performances scheduled for February 6, 7, and 8. The tourist complex, located in the city’s central area, is structured to welcome revelers—especially women—so they can enjoy the Carnival season in complete safety, including the presence of the “Purple Space,” a dedicated area set up specifically for the parades.
The municipality of Niterói has stood out for its public policies focused on women’s safety, serving as a reference in combating violence against women. During the Carnival period, actions aimed at protecting female revelers are further intensified.
In addition to the signing and launch of the Carnival Without Harassment campaign, Minister Márcia Lopes announced, for the first time, the federal government’s campaign to combat gender-based violence during Carnival, titled “Stay Alert or I’ll Call 180.” Fernanda Sixel Neves also launched the Niterói for Women project.
The event was also attended by André Bento, President of Neltur – Niterói Leisure and Tourism Company – responsible for Niterói Carnival 2026. Minister Márcia Lopes praised and highlighted both the Carnival Without Harassment campaign and the Niterói for Women project. “Congratulations on this campaign! I will take the material with me and I want to replicate it, because Niterói is undoubtedly an example for the country. The city shows that confronting violence against women is not just rhetoric—it is action,” said the Minister.
All the specific goals designed to promote gender equality were presented through projections and explained by Fernanda Sixel Neves. “Niterói for Women emerges from the certainty that public policy must be transversal and backed by public budgeting. The city has been a reference for many years in public policies for women, but with this program, the entire government mobilizes to build specific goals for promoting gender equality,” emphasized the First Lady and Program Coordinator.
Secretary Thaiana Ivia noted that Niterói has chosen to respect women and work jointly with security forces and civil society. “Niterói is a city that has chosen care and respect. Initiatives such as the Niterói for Women program and the Carnival Without Harassment campaign are not merely government plans, but a pact with the future,” she stated.
According to André Bento, President of Neltur and head of the planning and structuring of Niterói Carnival 2026, the signing and launch of the Carnival Without Harassment campaign represent not only an initiative for awareness and respect, but a firm commitment by the City of Niterói to building a safer, more welcoming, and fairer city for women—both residents and visitors.
“Carnival is one of Brazil’s largest cultural events and plays a strategic role in the economy and in projecting the city as a tourist destination. Here we celebrate our culture, strengthen local identity, and generate income, jobs, and opportunities for our population. Tourism sector data indicate that women account for around 64% of travelers worldwide and concentrate a large share of travel decision-making. This leadership reinforces the responsibility of public authorities to ensure safe environments, free from harassment and violence. Promoting a conscious Carnival is also a tourism development strategy, since safety, respect, and hospitality are decisive factors in destination choice and in the quality of the tourism experience,” Bento stated.
“In this sense, the City of Niterói acts in an integrated manner through the Secretariat for Women, via the Specialized Centers for Women’s Assistance (CEAM), which offer psychological and social support and guidance to women experiencing violence; and through the security forces, via the Maria da Penha Patrol. This municipal protection network ensures information, humanized care, and a rapid response. Promoting tools such as the 180 hotline and the Clique 180 app expands access to reporting, strengthening prevention and care,” emphasized the Neltur President.
“Under the leadership of Mayor Rodrigo Neves, Niterói reaffirms its commitment to making Carnival a national reference for a safe, democratic, and civic celebration. Tourism grows when people feel protected, respected, and welcome—that is how we transform our culture into social and economic development for the entire city,” Bento concluded.
