Cláudio Castro lança aplicativo Celular Seguro RJ, para combater o comércio de aparelhos roubados no estado

Com o app, o cidadão consegue consultar o IMEI e analisar se há restrições na base de dados da polícia e da Anatel

O governador Cláudio Castro lançou, nesta terça-feira (1º/07), o aplicativo Celular Seguro RJ. A ferramenta foi desenvolvida pelo Departamento Geral de Tecnologia da Informação e Telecomunicações (DGTIT) da Polícia Civil e permite ao cidadão guardar e consultar o IMEI – número de identificação único de cada aparelho telefônico –, em um só local, analisando se há restrições na base de dados da polícia e da ANATEL. Com a inovação tecnológica, caso haja roubo ou furto do aparelho registrado, ficará mais fácil o bloqueio e restrição ao aparelho roubado.

– Esse aplicativo é mais um marco da modernização do nosso Estado e do fortalecimento da atuação das polícias através da tecnologia. Estamos trabalhando para combater todo tipo de crime, mas estamos muito atentos a enfrentar o que a população teme. Hoje, os celulares guardam dados importantes das pessoas, informações pessoais, além dos recursos financeiros, dados bancários, e o furto e o roubo de celulares é hoje um dos principais motivos de insegurança na população – destacou o governador.

Por medida de segurança e autenticidade do usuário, o acesso ao novo app é realizado através do login no gov.br. A ferramenta pode ser baixada gratuitamente pelos sistemas Android (Play Store) e iOS (Apple Store).

– Os crimes de roubo e furto incomodam muito a população, causando muito transtorno às vítimas. Essa é mais uma importante ferramenta para combater o crime. Com esse aplicativo, a própria população consegue contribuir com a segurança pois, logo que o cidadão adquire um celular, ele consegue verificar se há algum tipo de restrição. O aplicativo é atualizado em tempo real pelas delegacias de todo o estado – explicou o secretário de Polícia Civil, Felipe Curi.

Operação Rastreio

Durante o evento, o governador reforçou a importância da atuação da Polícia Civil, que realizou, nesta terça-feira (1º/07), o “Dia D” da “Operação Rastreio”, para combater roubo, furto e receptação de aparelhos celulares. Foram 53 presos e 453 aparelhos celulares apreendidos até o momento, a operação segue em andamento. Desde o início da operação, em maio, já foram apreendidos cerca de 2,3 mil celulares, consolidando a ação como a maior iniciativa do Rio de Janeiro contra a cadeia criminosa envolvida na subtração de celulares e comercialização dos aparelhos ilícitos.

Os agentes realizaram diversas ações nesse período, especialmente em grandes centros comerciais populares na capital e na Região Metropolitana. Os usuários intimados tiveram 72 horas para devolver os telefones adquiridos de forma irregular. Ao todo, mais de 3 mil pessoas fizeram a entrega, evitando, assim, a responsabilização criminal. O levantamento feito pela Polícia Civil mostrou que 1.094 pessoas foram até as delegacias, o que resultou na entrega de 934 telefones, já que muitas alegaram que já não estavam mais na posse dos aparelhos.

On Tuesday (July 1), Governor Cláudio Castro launched the Celular Seguro RJ app. Developed by the General Department of Information Technology and Telecommunications (DGTIT) of the Civil Police, the tool allows users to store and consult the IMEI—the unique identification number of each mobile device—in a single platform. The app cross-checks the IMEI against the Civil Police and Anatel databases, helping to determine if the device is flagged as stolen or restricted. If the phone is later stolen or lost, the app facilitates faster blocking and tracking of the device.

“This app is another milestone in the modernization of our state and the strengthening of police efforts through technology. We are fighting all types of crime, but we are especially focused on the ones that affect people the most. Today, cell phones hold not just personal data but also financial and banking information. Cell phone theft and robbery are among the biggest causes of insecurity in the population,” said Governor Cláudio Castro.

To ensure user security and authentication, access to the app is via the gov.br login. The app is free to download on Android (Play Store) and iOS (Apple Store).

“Robbery and theft are major concerns for the population and cause considerable distress to victims. This app is an important tool in combating these crimes. With it, the public can assist security efforts: as soon as someone buys a phone, they can check for any restrictions. The app is updated in real time by police stations across the state,” explained Civil Police Chief Felipe Curi.

Operation “Rastreio”

During the launch event, Governor Castro also highlighted the role of the Civil Police in the ongoing Operation Rastreio (“Tracking Operation”), which carried out its “D-Day” this Tuesday (July 1). The operation aims to crack down on the theft, robbery, and resale of mobile phones. So far, 53 individuals have been arrested and 453 cell phones have been seized. Since its inception in May, the operation has seized approximately 2,300 mobile phones, marking it as the largest crackdown in Rio de Janeiro’s history on the criminal chain involved in mobile phone theft and illegal sales.

Police carried out extensive operations in commercial hubs in the capital and Greater Rio area. People identified with irregular devices were summoned and given 72 hours to return the phones to avoid criminal charges. Over 3,000 individuals complied, preventing further legal consequences. According to Civil Police data, 1,094 people appeared at police stations, resulting in the return of 934 devices—some reported no longer having the phones in their possession.
